Authorisation within eHerkenning: how does it work?

Adding Company Administrators

eHerkenning applications must always be approved by the authorised representative of the organisation. The authorised representatives and the capacity in which they are authorised can be found on the Chamber of Commerce (KvK) extract of the organisation. They are listed as Owner, Director or Authorised Representative.

The authorised representative does not necessarily have to be the user of eHerkenning account being registered. During registration, the authorised representative will automatically receive your application for approval or rejection.

An authorised representative can appoint a company administrator to manage all the eHerkenning applications and authorisations within the company. This person is authorised to request eHerkenning on behalf of employees within the organisation. With a company administrator, future applications do not require approval from authorised representatives.

Types of authorisation

Signed by one authorised representative

Signed by one authorised representative is sufficient in the following cases:

  • The representative is listed in the Chamber of Commerce (KvK) extract as having sole/independent authority.
  • The representative is listed in the Chamber of Commerce (KvK) extract as the owner.
  • The representative is listed in the Chamber of Commerce (KvK) extract with full or unlimited power of attorney.

Signed by multiple authorised representatives

In the following cases, signing by multiple authorised representatives is required:

Joint authorisation

  • For eHerkenning assurance level 2 and above (EH2+), at least two authorised representatives must sign the registration form.
  • For eHerkenning assurance level 3 (EH3), the majority of authorised representatives must sign the registration form.

Restricted authorisation

  • For eHerkenning assurance level 2 and above (EH2+), at least two authorised representatives must sign the registration form.
  • For eHerkenning assurance level 3 (EH3), the majority of authorised representatives must sign the registration form.
  • It is not possible to apply for eHerkenning assurance level 4 (EH4) with restricted authority.

Applications that require multiple representatives may take longer. Make sure to inform all necessary authorised representatives about your application in advance so that you can collect all the approvals during the application process and speed up your registration

No authorised representative listed on the Chamber of Commerce (KvK) extract

Sometimes, there is no authorised representative listed on the Chamber of Commerce (KvK) extract, for example, in the following cases:

  • Legal Entity (B.V., N.V., etc.): A legal entity is listed on the Chamber of Commerce (KvK) extract under "Directors" or "Authorised Representatives." You can find the authorized representative's information in the Chamber of Commerce (KvK) extract of the mentioned legal entity.
  • Government Organisation: When applying on behalf of a government organisation, the organisation can include an authorised signatory in the Trade Register of the KvK. This is done through a special form: 'Registering an official of a public law legal entity.' This allows for a special authorisation for the application and management of eHerkenning credentials within the government organization.
  • Municipalities: The mayor of a municipality always has independent authority. We recommend that municipalities add company administrators directly. A company administrator can approve future eHerkenning applications, thus preventing the mayor from having to sign every application.
