Regulation (EU) 2018/858, implemented through Regulations 2021/133 and 2024/1061, requires all vehicle manufacturers, including non-EU companies, to submit digitally signed electronic Certificates of Conformity for any vehicle registered in an EU member state.
The rollout is being led by RDW (Netherlands) and KBA (Germany) National Access Points operating "Version 2" standards. Other member states are following. But the legal obligation applies EU-wide from 5 July 2026. There is no grace period for late adopters.

eCoCs must be digitally signed and electronically accessible. Affects ALL vehicle categories: M1, N1, N2 (>3.5t), N3 (>12t), buses, trailers.

Non-EU manufacturers, including those headquartered in Japan, South Korea, the United States, or elsewhere, can obtain a qualified eSeal through Digidentity without requiring an EU subsidiary or local entity.
